My observation is that enacting one reform measure on a particular issue tends to reduce the momentum and motivation to enact additional reforms. Many, if not most, of those in favor of the NPV Compact are angry about the results of the 2016 election. Once they feel like they have kept a similar occurrence from taking place they won’t be as interested in election reform because they will feel like they fixed the problem about which they are concerned. And because it won’t change anything about what the voter does at the polls on election day it doesn’t have much potential to get voters who aren’t thinking about how the process could be different to do so.
